Opening Keynote: DHS Law Enforcement Modernization
It is essential that each law enforcement component of the Department of Homeland Security have the resources to leverage technology to successfully perform a variety of dangerous, but necessary tasks to protect American citizens. The Under Secretary for Management is responsible for balancing the appropriate level of two vital assets – human capital and technology – along with overseeing the Department’s $17 billion in acquisitions and procurement. This includes control of the Department’s enterprise architecture through the use of IT and communications systems. Ms. Duke will explore ongoing and future DHS technology investments and programs.

Federal Law Enforcement Initiatives
Today, U.S. Customs and Border Protection will inspect more than 70,000 truck, rail and sea containers and process 1.1 million passengers and pedestrians. U.S. Immigration and Customs Enforcement will make an average of 10 currency seizures totaling $731,309. As U.S. travel documents have a high value for these criminals and smugglers, CBP and ICE will operate alongside the U.S. Department of State’s Diplomatic Security Service to protect the integrity of U.S. travel documents to ferret out fraudulent use. These law enforcement agencies must leverage technology to perform a variety of dangerous, but necessary tasks everyday to protect American lives. ICE’s Secure Communities plan is one example of how DHS uses technology to share information between other law enforcement agencies to positively identify criminal aliens in prisons and jails. This session will examine additional projects, programs and initiatives law enforcement agencies work together on to support their mission.

Role of Technology in Fusion Center Collaboration
Last August, Colorado’s “fusion center” coordinated efforts between the state and local police, National Guard, Colorado Department of Public Safety, U.S. Northern Command, Secret Service and the Federal Bureau of Investigation to share intelligence and information to detect, prevent, investigate and respond to criminal and terrorist activity during the Democratic National Convention. Now, with nearly 60 fusion centers around the country, it is imperative that federal, state and local law enforcement along with public safety authorities and private partners come together to improve information sharing and interoperability of systems. This session will explore the role of technology in operations, intelligence-gathering, information sharing and situational awareness within and between fusion centers. Panelists also will discuss the current state, successes and challenges, of the Homeland Security Data Network.

Cyber Security: Threat. Mitigate. Programs
US-CERT records show cyber attacks on federal computer networks increased 40 percent last year. Cyber attacks on critical infrastructure are quickly becoming second in importance only to weapons of mass description when protecting the safety and security of American citizens. Moreover, the nation’s economic stability too is becoming linked to the ability to protect information in cyberspace. This session will examine different cyber crime scenarios and what technology and tools are required to track, prevent, investigate, respond and prosecute assailants in cyberspace. In addition, the panelists will explore programs dedicated to supporting the current cyber space operations.

- Real and planned small business opportunities that harness current and emerging technologies to better protect and improve the safety and security of U.S. citizens
AFCEA Bethesda Small Business and Innovation Group’s mission is to increase the awareness of issues of seminal interest to the small business community in the Federal Information Technology (IT) community and large businesses dealing with the Federal Government.
The Small Business Group helps foster an environment of cooperation between large and small businesses, leveraging each other’s strengths to explore opportunities in the Public Sector, creating a win-win situation for both the large and the small businesses.
